The question in this grievance is whether or not management violates Article 37 the National Agreement when 2 unassigned full-time regular employees were allowed to work the same assignment, 8 hours within 10, for over 6 months.  They believe this fact has established a need to convert these assignments to full-time bid positions.  The file indicates that the two employees were excessed on October 17, 1981, as a result of changes in the CMU.  Management contends that, in an effort to minimize the impact on these employees, it was decided to retain them as unassigned regulars utilizing some part-time flexible hours to make up their tour.  It was anticipated at that time that vacancies due to attrition would occur and they would then receive full-time jobs.  Notwithstanding any of the contentions of the parties, the record reveals that these employees are now in regular jobs.
