The issue in this grievance is whether Mail Handlers may be assigned to perform incidental functions of the AC/DCS operation.  It is the Union's position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case.  However, inasmuch as the Union did not agree to hold this case pending the decision in case H4C-5F-C 15342, the following represents the decision of the Postal Service on the particular fact circumstances involved.  It is the position of the Postal Service that the express provisions of Regional Instruction 399 and the National Agreement permit the performance of such incidental duties by mail handlers.  Consequently, the grievance is denied at Step 4.
