The issue in these grievances involves the spreading of mail to letter carrier cases. In initiating Grievance No. H7C-NA-C 32 on November 18, 1988, the APWU advised the Postal Service that an interpretive dispute existed between the parties concerning spreading the mail. The APWU subsequently advised the Postal Service, in a February 6, 1990 letter, that further review has resulted in a determination the issue is non-interpretive and should be referred to the regional level for disposition.
