The question in the grievance is whether or not management violates Article XXXVII of the National Agreement by not compensating the grievant for his rental of a typewriter and for the time he spent "brushing up" on his typing so that he could pass the incidental typing test.  It is our position that the Postal Service does not provide for on-the-clock training or practice for employees to meet the minimum typing requirements pursuant to a voluntary bid.  Compensation for rental of a typewriter is also not authorized.  Accordingly, as we find no violation of the National Agreement, this grievance is denied.
