The issue in this grievance is whether management may schedule Part-time flexible employees to work less than two consecutive hours on the first segment of a split shift. The facts in this case indicate that the grievant, a PTF clerk, was scheduled to work at 10:00 a.m. and was sent to lunch from 11:15 a.m. to 12:05 p.m. The grievant then worked from 12:05 p.m. until 5:35 p.m. The union contends that management is obligated to work a PTF employee two consecutive hours during the first segment of a split shift. It is the position of the Postal Service that management is not required to provide two consecutive hours of work for part-time flexible employees during the first segment of a split shift. The scheduling of the grievant on the date in question was proper as the employee received the minimum amount of work hours as required by Article 8, Section 8, of the National Agreement.
