This Step 4 Settlement Agreement involves whether management improperly assigned the picking up and delivery of Express Mail to both bargaining unit and non-bargaining unit employees. After reviewing this matter, the parties mutually agreed that no national interpretive issue is fairly presented in these cases, and that this is a local dispute suitable for regional determination by application of the pre-arbitration settlement in Case Number H1S-3F-C 39430 which states in part; the parties agree that the delivery and picking up of Express Mail is bargaining unit work. It is also understood that management has not designated this work to any specific craft. In accordance with the above understanding, management is prohibited from performing bargaining unit work except as enumerated in Article 1, Section 6.
