Step 4 Settlement Agreement: Article 14; Safety and Health (1988)

The issue in this grievance is whether the addition of an electric toggle switch on the power panel of letter sorting machines was an unsafe modification.  After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case.  We agreed that the provisions of Management Instruction EL 810-84-3 and Publication 101, Engineering Charge Board Organization and Operation should be applied to the facts involved in this case.  Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration if necessary.
