Step 4 Settlement Agreement: Article 15; Grievance-Arbitration Procedure (1983)

The question raised in this grievance is whether or not a step 1 resolution violated provisions of a local memorandum of understanding. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. Whether or not provisions of the local memorandum of understanding were followed in reaching the step 1 resolution is not a national interpretive issue. Accordingly, as further agreed, this case is hereby remanded to the parties at step 3 for further processing if necessary.
