Step 4 Settlement Agreement: Article 19; Handbooks and Manuals (1987)

The question in this grievance is whether Management Instruction EL-540-87-1, dated March 3, 1987, is in conflict with the Federal Employees Compensation Act. During our discussion, we mutually agreed that the memorandum dated October 30, 1987, from Joel S. Trosch, APMG, establishes the present reporting criteria for first-aid injuries and Item III.A, clearly addresses the employees right to a free choice of physician.
