This Step 4 Settlement Agreement involved whether management violated the National Agreement by not awarding a job to the grievant and whether the touch calculator test is an essential requirement for the job in question. After reviewing this matter, the parties mutually agreed that no national interpretive issues were fairly presented in this case, and that it was a local dispute suitable for regional determination based upon the particular circumstances. Accordingly, they agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
