Step 4 Settlement Agreement: Article 37.3.F.5; Posting, Bidding, and Application (1983)

This Step 4 Settlement Agreement addresses whether Article 37, Section 3.F.5., requires that a bidder for an assignment requiring a typing skill must be given an opportunity to demonstrate the skill after being designated the senior bidder. It was the position of the Postal Service that bidders for a particular assignment, who are not already on an appropriate skill register, may be allowed to demonstrate the appropriate skill within a reasonable time before or after being designated the senior bidder. However, when the senior bidder is named, and it is then learned that he/she did not past the test, he/she will be given another opportunity to demonstrate the skill pursuant to Article 37, Section 3.F.5.
