Step 4 Settlement Agreement: Article 38; Maintenance Craft (1986)

This Step 4 Settlement Agreement addresses whether filling a maintenance craft vacancy by transfer violated the National Agreement. After reviewing this matter, the parties mutually agreed that maintenance craft vacancies are filled in accordance with Article 38, Sections 4 & 5. It was also agreed that if preferred assignment registers and promotion eligibility registers are exhausted a vacancy may be filled by transfer.
