2006-2010 Tentative Collective Bargaining Agreement: Operating Services/Facilities. This Agreement (referred to as the 2006 Operating Services Agreement) is entered into by and between the United States Postal Service (hereinafter called “the Employer”) and the American Postal Workers Union, AFL-CIO (hereinafter called “the Union”). The terms of this Agreement are effective November 21, 2006, unless otherwise provided. The Operating Services Agreement covers employees represented by the Union (1) in the Operating Services in the Employer’s Headquarters Building in Washington, DC, and (2) in the Facility Services in the Employer’s Engineering Facility Services, Merrifield, Virginia, as defined in Article 1 of this Agreement.
