The well-being of the employees and the efficient and economic operation of the Department require that orderly and coristructive relationship be maintained between the Department and the Organizations. The participation of employees in the formulation and implementation of employee policies arid procedures affecting them contributes to the effective conduct of the public business. The parties to this Agreement recognize that they must assume great responsibilities and must exercise proper restraint and good judgment to establish stable and meaningful relations based upon this agreement.
