2026 National Convention Grievance Moratorium Agreement and Request

This is in response to your letter dated May 21, 2026 (copy enclosed), “requesting a moratorium on the processing of grievances, disciplinary action, and arbitration hearings at the local, district, regional, and national level for the period of Tuesday, August 11, 2026, to Friday, August 21, 2026.” During this timeframe, the APWU will be holding multiple events to include its 2026 National Convention.
The Postal Service agrees with your request as follows:

All grievance activity and disciplinary actions that would occur between August 11, 2026, and August 21, 2026, at the local, district, regional, and national level, will be extended and considered timely if the action occurs no later than August 31, 2026.

No arbitrations will be scheduled from August 11, 2026, through August 21, 2026.

This agreement applies to the collective bargaining agreements between the Postal Service and the APWU (main body agreement), Information Technology/Accounting Service Centers (IT/ASC), National Postal Professional Nurses (NPPN), and Human Resources Shared Service Center (HRSSC).
