whether a union member actively employed at a post office can
be designated as the Union representative for a Step 2
meeting at another post office under the provisions in
Article 17, Section 2.d.
The specific language at issue provides:
"At the option of a Onion, representatives not on
the employers payroll shall be identified to perform
the functions of a steward or chief steward,
provided such representatives are certified in
writing to the Employer at the regional level and
providing such representatives act in lieu of
stewards designated under the provisions of 2A or
2B above."
