It was undisputed that the USPS had not complied with the Clerk Craft Jobs MOU in that only 438 new positions had been created. The issue before Arbitrator Goldberg was the appropriate remedy. The Arbitrator directed the USPS to add the positions and to make all impacted employees whole.
