Arbitrator Das concluded that ELM 365.311 applies to such terminations and that such removals must be "for cause." Even if such actions are non-disciplinary the USPS must meet the burden of establishing "cause" to remove an employee who has completed their probationary period. The arbitrator declined to determine what is required to "show cause" since that issue was not before him.
