This National Level Pre-Arbitration Settlement Agreement addresses whether Bulk Mail Acceptance Unit employees who handle mail could accept postage payments. The parties agreed that as provided in the Domestic Mail Manual (DMM), Section 145.66, employees who handle mail in Bulk Mail Acceptance Units would not accept postage payments. The parties also agreed to remand this case to Step 3 for application of the above to the fact situation in San Diego.
