This National Level Pre-Arbitration Settlement Agreement involved the charge to postal employees for lost or unreturned identification cards. The parties agreed to resolve this issue prior to arbitration based on the following:
"The proposed 1987 revision to the Administrative Support Manual, Section 273. 272, changing the cost charged employees for lost or unreturned identifications from $1 to $5 was not published. The current charge as outlined in the most recent rewrite of the Administrative Support Manual (Issue 6, July 1989) of $1 is the amount currently charged employees."
