This National Level Pre-Arbitration Settlement Agreement addresses whether Section 535.261 of the Administrative Support Manual regarding "Subcontracting Cleaning Services," prohibits subcontracting cleaning services in a newly constructed facility, and whether Item C prohibits continuation of cleaning service contracts in existence at the time the ASM language was negotiated. The parties agree that the resolution set within, does not preclude the Postal Service from exercising its' rights pursuant to Article 19 to change the Administrative Support Manual, as set forth in the Memorandum of Understanding, at the expiration of the 1987 National Agreement.
