This National Level Pre-Arbitration Settlement Agreement addresses whether management may require an employee to complete two training courses before declaring the employee the successful applicant and promoting the employee to a Maintenance Mechanic (MPE-6) position. It was mutually agreed to remand this grievance to the parties at the regional level for application of the stipulated arbitration award in Case No. H1T-4F-C 6029 (Arbitrator Bloch, August 31, 1983). The extent of the required training in the instant grievance depended on the particular qualifications of the successful applicant and the nature of the particular assignment.
