In this National Level Pre-Arbitration Settlement Agreement the parties mutually agreed the general delivery and pickup of Express Mail is bargaining-unit work. It is also understood that management has not designated this work to any specific craft. In accordance with the above understanding, management is prohibited from performing bargaining-unit work except as enumerated in Article 1, Section 6. This settlement is not intended to prohibit management from assigning available personnel as necessary, including non bargaining-unit persons, to meet its commitment where Express Mail is concerned in connection with noon and 3pm deliveries and office closings.
