This Step 4 Settlement Agreement addresses whether the dispatching of spotter-tractors via radio control or verbal dispatch within the Bulk Mail Center is primarily a function of the Vehicle Operations Assistant-Bulk Mails. It also provided that it is appropriate for the supervisor in charge of that section to perform dispatching duties intermittently for the purpose of providing relief to the VOAs or during unforeseen circumstances to maintain operational integrity of the section, and whether management violated Article 1.6 of the National Agreement when supervisors performed bulk mail verification duties.
