The issue in this grievance is whether the grievant's discussion was held in private. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether the grievant's discussion was held in private is a local dispute suitable for regional determination based upon the particular circumstances. The parties at this level agree that the substance of a discussion is not a grievable matter; however such discussions shall be held in private. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
