The dispute at issue in the instant grievance is whether management is proper in requiring stewards to fill out a new PS 7020 (Authorized Absence From Workroom Floor) on each new grievance or Step 2 appeal written by the Union. After further review of the matter, we mutually agreed that there was no National interpretive issue fairly presented as to the meaning and intent of Article 17 of the National Agreement. The provisions of Section 252 of the F-22 (Time and Attendance, Fiscal Handbook) are applicable in this case. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration if necessary by the parties.
