we mutually agreed that there was no interpretive dispute between the parties at the national level as to the meaning and intent of Article XVIII of the National Agreement. It concerns whether management can ask a steward seeking permission to investigate, adjust, or write a grievance to estimate the length of time that the steward anticipate he or she will be away from his or her work station. It is our understanding that management may make such a request (ref: MB-NAT-562, Garrett). Accordingly, as further agreed, this case is hereby remanded to step 3 for further processing by the parties at that level if necessary.
