The issue in this grievance is whether management violates Article 17, Section 4 by not compensating the grievant for time spent discussing a step 2 grievance outside of his regular tour of duty. After further review of the matter, we mutually agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 17 of the National Agreement. The dispute in this case is one more of application than interpretation and is suitable for regional determination. Accordingly, as we further agreed, this case is hereby remanded to Step 3 for further development and consideration if necessary by the parties.
