The issue in this grievance involved a request by the union for information under Article 31 of the National Agreement. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 31 of the National Agreement. This is a local dispute over the application of Article 31, Section 2, of the National Agreement. We further agreed management may not unreasonably deny a union' s request for information under this contractual provision. However, the method in which requests for such information are handled are dependent upon local policy. The parties should apply the above understanding to the specific fact circumstances in this case in order to resolve the grievance. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
