The grievance concerns whether management may designate a supervisor, other than the immediate supervisor, to whom a steward must go to obtain access to files, documents and other records necessary for processing a grievance. In this case, the steward seeks to review leave records maintained in the tour superintendent's office. We mutually agreed that this grievance does not fairly present an interpretive question. If a steward seeks leave records kept in the tour superintendent's office, he simply requests investigative time from his immediate supervisor to go to that office to review the files. On reaching that office, it only makes sense that he advise the designated custodian of his purpose. Any request to review appropriate records necessary to process a grievance or determine if a grievance exists shall not be unreasonable denied. Accordingly, this grievance is remanded to Step 3 for further processing.
