The issue in this grievance is whether the union is entitled to review Official Personnel Folders (OPF's) without the employee's authorization. After further review of this matter, we agreed that there was no national interpretive issue fairly presented in this case. This is a local dispute over the application of 'Part 313.54 of the Employee and Labor Relations Manual and Part 223.3 of Handbook EL-806. The parties at Step 3 are to apply the above understanding in order to resolve this case. Accordingly, we agreed to remand this case to Step 3 for further consideration.
