The issue in this grievance is whether a union steward should have been granted administrative leave for the time he spent working on grievances outside of the steward's regular work hours. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 17 of the National Agreement. The parties at this level agree that under Article 17, Section 4, the union steward may be authorized payment at the applicable straight-time rate for time actually spent in grievance handling, provided the time spent is a pact of the steward's regular workday. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
