The issue in this grievance is whether management violated the National Agreement by requiring Tour 1 stewards to complete separate Forms 7020 for each grievance handled. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. This is a local dispute suitable for regional determination based upon the particular circumstances. The parties at this level agree that Tour l steward and grievant Forms 7020 should be handled as for those on Tours 2 and 3. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
