The following is our understanding of the settlement of this case at Step 4. This decision is without precedent and without prejudice to the position of either party and may not be cited in the future. In this particular case, the grievant's designation as the senior bidder for the preferred assignment in question will not be charged as one of the five bids permitted during the life of this Agreement.
