The question in this grievance is whether management violated Article 12 of the 1981 National Agreement when the grievant was involuntarily reassigned from the Sumner, Washington Post Office to the General Mail Facility at Tacoma, and an employee, junior to the grievant, was not reassigned. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at the national Level concerning the meaning and intent of Article 12.5 as it relates to the reassignment of employees to other installations. We further agreed that the junior employee shall be reassigned to another installation in accordance with the provisions set forth in the aforementioned article. Accordingly, as we further agreed, this case is hereby remanded to the parties at step 3 for application of the above.
