The question raised in this grievance involved whether management is improperly denying Part-Time Flexibles breaks in the Rhinelander, Wisconsin, Post Office. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We further agree that breaks are normally determined on a local level and any past practices should be considered. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary. This document contains two related issues; a Step 4 Agreement on Page 1, and a Step 4 Agreement on Page 2.
