The issue in this grievance is whether the two hour rotation for the OCR operation is causing a safety hazard. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. Whether the 2-hour rotation on the OCR operation constitutes a safety hazard is a local dispute suitable for regional determination by application of Article 14 of the National Agreement to the particular circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
