The dispute at issue in the instant grievance is whether management violated the National Agreement by requiring the grievant to remove trayed mail from a hamper. The matters presented by you as well as the applicable contractual provisions have been reviewed and given careful consideration. We mutually agreed in full settlement of this case that:
1. Section 232.7 of the P-13 Supervisor's Safety Handbook offers specific guidelines for the use of hamper/gurneys and should be followed to the maximum extent possible.
2. Operationally, due to non-availability, etc., supervisors may at times have to use these hampers to transport trayed mail. Hamper liners or other safety devices should be used to overcome the hazard of lifting trayed mail from these hampers.
