The question raised in this grievance is whether management violated the provisions to Postal Bulletin 21358, dated July 1, 1982, by requiring the grievant to change his footwear on September 9, 1982.  After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case.  We agreed that the question raised can be answered by applying paragraph 12 of the Postal Bulletin notice to the fact circumstances.  We also agreed that paragraph 12 is applicable to non-uniformed employees and does not contain color restrictions.  Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
