The question raised in this grievance involved whether management actions were proper when an explosion occurred in the Dallas, Texas BMC.  After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case.  The parties agree that contingency plans exist for bomb explosions.  The local union should be informed that although a contingency plan exists, application of the plan is determined by the fact circumstances involved in the actual incident that occurs.  Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for settlement, based on the above understanding.
