The question raised in these grievances involved an alleged safety hazard.  After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in these cases.  Whether the aisles are being obstructed or a safety hazard exists can only be determined by full development of the specific fat circumstances.  These cases should be fully discussed at the local level in accordance with Article 14, Section 4, of the National Agreement.  If the parties are unable to mutually agree on a resolution, these cases should be arbitrated at the regional level.  Accordingly, as we further agreed, these cases are hereby remanded to the parties at Step 3 for further processing as identified above.
