The question raised in these grievances involved an allegation that management created a safety hazard and altered a past practice by removing floor mats from the workfloor. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that whether a safety hazard exists, or a past practice was altered by the removal of the floor mats can only be determined by full development of the specific fact circumstances involved. This is purely a local dispute over the application of the notice contained in Postal Bulletin 21414, dated July 25, 1983. Therefore, these cases are suitable for regional determination. Accordingly, as we further agreed, these cases are hereby remanded to the parties at Step 3 for further processing, if necessary.
