The issue in this grievance is whether management violated the National Agreement by issuance of the July 31, 1984 safety policy.  After further review of matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 14 and 19 of the National Agreement.  The union's concern focuses on the employee's representation rights when such meetings are conducted under item 1 of the subject policy.  It is not the intent of item 1 to deny representation rights in such meetings which may result in disciplinary action being taken.  This is a local factual dispute suitable for regional determination.  Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.  This document contains two Article 14 related issues; a Step 4 Agreement on Page 1 and a Step 4 Agreement on Page 2.
