The issue in this grievance is whether the air sampling tests were properly performed by an independent firm for the Postal Service. After further review of this matter, we agreed that there is no national interpretive issue fairly presented in this case. Whether the tests were properly conducted can only be determined by full development of the specific fact circumstances involved. Therefore, this case is suitable for regional determination. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
