The issue in this grievance is whether management violated the National Agreement in regard to a safety hazard on the circular sorter. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 14 of the National Agreement. Whether the interim safety instructions for employees dispatching mail on the circular sorter are adequate is an issue for regional determination. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
