The issue in these grievances is management's action upon discovery of a possible explosive device.  After receiving this matter, we mutually agreed that no national interpretive issue is fairly presented in the case.  The parties agree that employees should not handle packages which have been identified as possible explosive devices.  The policy of the U.S. Postal Service must be, and is, one of total concern for the safety and lives of those in the building threatened.  Accordingly, we agreed to remand these cases to the parties at Step 3 for further processing, including arbitration if necessary.  This document contains two Article 14 related issues; a Step 4 Agreement on Page 1 and a Step 4 Agreement on Page 2.
