We mutually agreed that there was no interpretive dispute between the parties at the National level as to the meaning and intent of Article 15 of the National Agreement as it relates to Step 1 grievance procedures. If a grievant is represented by a steward at Step 1 of the grievance procedure, the supervisor's decision shall be rendered orally to the steward. The decision should be stated during the discussion, if possible or may be conveyed by phone, within five days, if the steward is not physically present at the office or station where the grievance was filed. The steward may request, within 5 days, that the supervisor initial the standard grievance form that is used at Step 2 confirming the date upon which the decision was rendered. Accordingly, as further agreed, this case is hereby remanded to Step 3 for application and further processing by the parties at that level.
