The grievances involve whether the grievant should be given training. A review of the grievance file established that in settlement of the question at Step 1 on this matter, the training was to be provided. During our discussion, we agreed that as provided in Article 15.2.(b), the parties at Step 1 have authority to settle grievances. We also agreed that the settlements are binding on the parties so long as they do not have the effect of amending the National Agreement or handbooks and manuals incorporated therein. Accordingly, we agreed to remand these cases to the parties at Step 3 for final resolution.
