The issue in this grievance is whether management violated the National Agreement by not scheduling a Step 2 meeting on grievance 19-85. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. This is a local dispute suitable for regional determination by application of Article 15, Section 2, of the National Agreement to the particular circumstances. The parties at this level agree that management has an obligation to meet with the union at Step 2 as long as the union has met the procedures outlined in Article 15.2, Steps 1 and 2 of the National Agreement. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
