This Step 4 Settlement Agreement involved whether a local Absence Control Policy was being used by management to harass, intimidate, and punish employees. After further review of this matter, the parties mutually agreed that no national interpretive issue was fairly presented in the particulars evidenced in this case, and whether or not a policy developed by one local office is being improperly applied does not require national interpretation. Accordingly, as the parties further agreed, this case was remanded to the parties at Step 3 for further processing.
